Abstract : This study aims to present a comprehensive reconstruction of the genesis of the techniques and tools used to document the number of low-cost housing units built between 1894 and 1939. It testifies to the historically constructed and contingent character of housing statistics. Measuring the number of constructed housing units did not encounter the concerns and interests of those who formulated housing policies until the decade of the 1920s, whereas tax offices kept a series of such figures since 1896.
