Les administrations internationales de territoires au Kosovo et au Timor : expérimentation de la fabrication d'un État

Abstract : In 1999, the United Nations Security Council established two organs for the administration of Kosovo and Timor. For several years, these international administration bodies exercised the powers of a state authority on these territories. Their purpose was not only to rebuild local institutions, but also to build a state. The phenomenon of International administration of territories thus suggests that administrative functions can be carried out by an authority which is not a state authority, and that the effective exercise of these functions can precede the emergence of a state or even be a necessary condition for a state to emerge in the first place.
